Ex-Israeli, Palestinian negotiators propose confederation
JERUSALEM — Former Israeli and Palestinian peace negotiators have drawn up a new proposal for a two-state confederation that they hope will offer a way forward after a decade-long stalemate in Mideast peace efforts.
