Project Title: Online Voter Registration Awareness & Engagement Campaign

Agency: Elections System of the Virgin Islands (ESVI)

 

  1. PURPOSE

The Elections System of the Virgin Islands (ESVI) is seeking proposals from qualified vendors to develop and implement a comprehensive public awareness and outreach campaign to promote the use of its Online Voter Registration (OVR) platform. The selected vendor will be responsible for designing and executing strategies that educate the public, drive engagement, and increase voter registration through the online system in the St. Thomas/St. John and St. Croix districts.

  1. BACKGROUND

HISTORY – Online Voter Registration Portal

Online voter registration (OVR) was first adopted by Arizona in 2002. It has gained traction in numerous States and Territories (including Guam) due to its ability to reduce costs, improve government efficiency, and create more comprehensive and accurate voter lists. Currently, forty-three (43) states, Washington D.C., and Guam offer online registration.

The Elections System of the Virgin Islands launched its Online Voter Registration Portal on January 16, 2025

III. SCOPE OF WORK

The selected vendor will provide the following services for a 12- month calendar engagement:

  1. Project Coordination and Management
  2. Oversee all aspects of campaign planning, execution, and reporting while serving as the primary point of contact with ESVI staff and stakeholders.
  3. Marketing and Advertising Strategy and Execution
  4. Branding and Creative Development
  5. Digital Strategy & Social Media Strategy Implementation
  6. Community Outreach & Events
  7. Monitoring, Reporting & Evaluation

III. FEDERAL REQUIREMENTS

This project may be financially supported, in whole or in part, by federal funds. As is anticipated that federal funds will be used, a Bidder responding to this IFB shall not be debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from participation in any federal or local programs in the Territory or any Federal department or agency.

The successful Bidder and its sub-contractors shall be subject to all applicable laws and regulations of federal funds including, but not limited to, public and competitive bidding, prevailing wage, affirmative action, civil rights, environmental review, property standards (if applicable), lead-based paint regulations, relocation, accessibility requirements, terms and conditions applicable to contracts arising from grants made by the Help America Vote Act (“HAVA”). It is anticipated that the resulting contract will be a fixed-price contract.

  1. The following documents are required of your organization. Please have them on file if requested.
  2. Introductory letter about the Bidder must contain:
  3. Name, address, email, website, fax, and telephone.
  4. Type of service for which individual/ firm is qualified; and
  5. Signature of the legally authorized officer to a contract with ESVI.
  6. Organization:
  7. Articles of Incorporation (for Corporations) or Articles of Organization (for LLCs) or Statement of Qualification (Limited Partnerships), if applicable.
  8. Certificate of Good Standing or Certificate of Existence from the Lieutenant Governor’s Office, Division of Corporation and Trademark.
  9. Valid Tradename Registration (if applicable).
  10. The current Business License for services being advertised.
  11. Proof of Current Sam.Gov Registration.
  12. Signed Taxpayer Identification Form (W9); and

 

  1. DELIVERABLES

The selected vendor will be expected to provide deliverables that will successfully address the purpose of this RFP and scope of work. Please include a brief overview of deliverables you determine essential and how each will be approached in your proposal.

  1. CONTRACT

The campaign is expected to run for 12 months from the date of contract execution. A detailed workplan with timelines will be finalized in collaboration with ESVI upon award.

Conrad Prevost Dies at 88

It is with great sadness that we announce the passing of Conrad Prevost, 88, of Williams Delight, currently residing in Topeka, KS. 

Conrad was born on the island of Dominica and later traveled to Antigua and then St. Croix, where he spent most of his life. He also spent time in Puerto Rico and the Dominican Republic before his passing. Conrad was a pipe fitter and worked for years in the Hess oil refinery and later Hovensa. He enjoyed fishing, swimming, and cooking for his family and friends.

Conrad is preceded in death by his brothers, Dennis, John, Elie and Claytus; Sisters, Clarencia, Mida, and Dorothy. He is survived by his two brothers: Paul and George Prevost. His sons: Keith Roy, Conrad Jr and Clarance Prevost. Daughters: Cecilia Prevost, Claudia Prevost, Claricia Gautier and Maria Prevost.

Grandchildren: Emily Caul, Akeem Edwards, Jamila Edwards, Nethaneel Prevost, Lionel Gautier, Trent Welch, Ah’keel Prevost, Ah’keyra Prevost, Ah’koy Prevost, Ah’kuan Prevost, Ah’kari Prevost, Taaliyah Prevost, Alex Prevost, Josiah Prevost, Noah Prevost, Journey Prevost, Jonah Prevost, Zoey Prevost, Asa Prevost, Israel Prevost. 

Great Grandchildren: Ah’naeja Christian, Azari Edwards, Shamoi Francis, Ajani Baltmore, Assiah Caul, Massiah Caul, and LoveLee Caul. Conrad also has numerous nephews and nieces throughout North American and the Caribbean too many to mention.

Special Friends and Family Members: Eunice Arias, Octavio Del Villar, Maicol (Fonky) Beltre, Pedro De Los Santos (son-in-law).

Conrad lived a long life; he was tough, but he enjoyed helping those around him. Nevertheless, it brings great peace knowing he gave his life to Jesus Christ. Now, he is resting in the arms of his Savior. 

Relatives and friends are invited to attend the public viewing on Oct. 21, 10 a.m. CDT/11 am EDT at Peaceful Rest Funeral Chapel and Cremation in Topeka, Kansas.
