NOTICE OF INTENT TO SUBMIT PROPOSAL FOR INCREASE IN FARES FOR FERRYBOATS BETWEEN ST THOMAS AND ST JOHN IN PSC RATE INVESTIGATION DOCKET 691

PLEASE BE ADVISED, pursuant to Title 30 VIC Sec. 1a(b) that Transportation Services of St. John, Inc and Varlack Ventures, Inc., the Ferryboat Companies operating the franchise for public transportation between Cruz Bay and St. Thomas (Red Hook and Downtown) intend to offer a proposal for a rate increase for these routes in the pending five year rate investigation being conducted in PSC Docket 691. The Ferryboat Companies have been operating the ferry service at a loss for a number of years, and an increase is necessary.  The proposal will seek fares sufficient to cover the Companies’ operating expenses and to provide a return of not less than 8% nor more than 10% on the current fair value of the applied assets prudently acquired and currently devoted to the public use, in accord with applicable law, including the vessels consigned to their use by the Department of Public Works.  The precise amount of the increased fares sought is stated below, and the amount allowed by the PSC will be determined by the data submitted in the proceedings and the analysis of that information in testimony provided by the Companies in that docket. The Ferryboat Companies will strive to minimize increases to local passengers in the proposal, while seeking to recover total revenues adequate to cover expenses and achieve the legally authorized return. Public Hearings will be held on this rate investigation, including this proposal, in both St. John and St. Thomas to give the public an opportunity to be heard on the proposed increases, with notice of those hearings to be published by the PSC.
