Judge Dismisses Elections Board Members’ Complaint, Denies Restraining Order Against Board Chair

A V.I. Superior Court judge denied a request from several members of the V.I. Elections Board and a former senatorial candidate for a temporary restraining order against the board’s chair, Raymond Williams.

Judge Alphonso Andrews Jr. scheduled an emergency hearing to consider the request after members Harriet Mercer, Atanya Springette and Lawrence Boschulte filed a civil complaint this week alleging among other things that Williams is ineligible to lead the board because of his position as director of the V.I. Lottery. They were joined in the complaint by Collister Fahie, who unsuccessfully ran for Senate during the 2024 election cycle. Fahie was the only plaintiff to attend Friday’s hearing in person.

Shortly after 4 p.m., Andrews denied each of the five counts listed in the complaint, which included allegations of: conflict of interest; conspiracy; abuse of authority; violation of constitutional rights to equal protection, due process and free association; and fraud.
