Governor Bryan Issues July Proclamations Honoring History, Culture, and Community in the U.S. Virgin Islands

U.S. VIRGIN ISLANDS — Governor Albert Bryan Jr. has issued a series of official proclamations recognizing important historical milestones, cultural observances, and community contributions throughout the month of July. These proclamations reflect the rich history and diverse heritage of the Virgin Islands and reaffirm the Bryan-Roach Administration’s commitment to inclusivity, historical preservation, and civic pride.

Governor Bryan has proclaimed Thursday, July 10, 2025, as Juan Francisco Luis Day in honor of the distinguished statesman who served as the third elected Governor of the U.S. Virgin Islands. Juan Francisco Luis assumed office on January 2, 1978, following the untimely passing of Governor Cyril Emmanuel King. He was subsequently elected and served until 1987, making Luis the longest-serving Governor in the Territory’s history. He passed away on June 4, 2011. His leadership, vision, and service continue to shape the modern Virgin Islands.

To honor the courageous actions of John Gottlieb, known as General Buddhoe, and Martin King, Governor Bryan proclaimed July 3, 2025, as Emancipation Day in the U.S. Virgin Islands. On that day in 1848, enslaved and formerly enslaved people on St. Croix assembled and took control of Fort Frederik, demanding immediate freedom. Later that day, Danish Governor Peter von Scholten declared the abolition of slavery in the Danish West Indies. Emancipation Day serves as a powerful moment of reflection on the Territory’s enduring fight for justice and freedom.

Recognizing the resilience, spirituality, and cultural contributions of the Ras Tafari community, Governor Bryan has declared July 23, 2025, as Ras Tafari Day in the U.S. Virgin Islands. The proclamation acknowledges the persecution faced by Ras Tafari followers due to religious profiling and affirms the Territory’s respect for religious freedom and cultural expression. The observance coincides with the birth of His Imperial Majesty Haile Selassie I.

Governor Bryan has proclaimed the month of July as Disability Pride Month in recognition of the contributions of people with disabilities and the anniversary of the Americans with Disabilities Act (ADA), signed into law on July 26, 1990. Nearly one in four Americans lives with a disability, and their impact on every aspect of Virgin Islands society is invaluable—from arts and culture to governance and business.

In recognition of the critical role public parks, sports, and recreation professionals play in building healthy, vibrant communities, Governor Bryan has declared July as National Sports, Parks, and Recreation Month. The proclamation highlights the importance of promoting wellness, community engagement, and quality of life through recreational opportunities for all residents.

Governor Bryan has proclaimed July 8 through 14, 2025, as French Heritage Week, culminating in Bastille Day on July 14. The week celebrates the history, culture, and enduring contributions of French nationals and their descendants to the U.S. Virgin Islands. French Heritage Week honors the unique traditions that continue to enrich the Territory’s cultural mosaic.

“As Virgin Islanders, our strength lies in the richness of our history and the vibrancy of our people,” said Governor Bryan. “These July observances give us the opportunity to honor our past, celebrate our diversity, and reaffirm our shared values of freedom, inclusion, and community.”
