Elections Board Members Take BOE Chair to Court

Several members of the V.I. Elections Board and one former senatorial candidate will appear before a Superior Court judge Friday morning on St. Croix after asking the court for a temporary restraining order against the board’s chair, Raymond Williams.
Members Lawrence Boschulte, Harriet Mercer and Atanya Springette filed the civil complaint Tuesday and argued that Williams is ineligible to lead the board because of his position as director of the Virgin Islands Lottery. They further alleged that Williams “conspired” with Elections Supervisor Caroline Fawkes and Sen. Kenneth Gittens to subvert the board’s authority through Act 8690, a 2022 law which effectively transferred oversight of the territory’s elections to the supervisor.
“Defendant refuses to allow a special meeting of the VIBOE to either rescind, repeal, or amend Act 8690 despite many VIBOE members requesting a special meeting to singularly address this obvious fraud, and demanding the violation of the Sunshine Law, which can be only addressed through a temporary restraining order,” they argued.
The board members also accused Williams of abusing his authority by withholding access and minutes from virtual meetings.
They were joined in their complaint by Collister Fahie, who ran as a Republican candidate for the 36th Legislature in 2024. Fahie was described in the complaint as a “voter who has been directly impacted by having the inability to view or hear public VIBOE meetings and who, like many other Virgin Islanders, has lost trust in the election system.”
The 15-page complaint charges Williams with: having a conflict of interest; conspiracy; abuse of authority under the color of law; violation of constitutional rights to equal protection, due process and free association; and fraud.
According to the complaint, the last allegation stems from 2022 testimony Williams delivered to the Legislature during which he acknowledged paying an “unqualified employee assigned as Lottery Chief of the Virgin Islands” a salary for nine months, “even though he was aware said employee was unable to perform the job role for the V.I. Lottery.”
The case was originally filed in the St. Thomas-St. John district. Judge Carol Thomas-Jacobs recused herself, noting that she had reviewed an opinion cited in the complaint while serving as chief deputy attorney general in the V.I. Justice Department. Judge Sigrid Tejo also recused herself because she “investigated and assisted in the prosecution of Plaintiff Collister Fahie, who later filed a complaint against her late husband” while Tejo was an assistant attorney general.
The case was transferred to Judge Alphonso Andrews, who on Wednesday scheduled an emergency hearing to discuss the temporary restraining order. Despite some initial reports Thursday suggesting that the TRO had been granted, V.I. Superior Court Clerk Tamara Charles told the Source that Andrews had only issued an order setting the hearing.

St. Thomas Taxi Town Hall Discusses Modernization and Fair Competition

Calls for modernization of the Virgin Islands’s taxi industry took center stage Wednesday at a town hall on St. Thomas, as senators and taxi drivers debated how to adapt to a changing transportation landscape.
“We cannot operate a 2025 taxi industry with a 1970s mindset,” said Sen. Milton E. Potter, urging the assembled drivers and association leaders to embrace new technology and evolving visitor expectations. “We have to evolve if we want to remain competitive as a tourism destination.”
“We need to also look at the use of dispatch apps or ride coordination platforms,” Sen. Kenneth L. Gitten said. “Let’s not run from the technology.”
Many taxi drivers and association representatives voiced deep reservations about the possible push for ride-sharing services like Uber and Lyft, as well as the proliferation of limousine operators and unlicensed taxis.
Their chief concern: that unregulated competition would undermine the territory’s established taxi fare system, known locally as the tariff, which sets standard rates for rides and helps ensure stable earnings for drivers. “If you allow that to come in, you’re killing the tariff,” said one driver, warning that outside operators could undercut regulated fares and destabilize the local market.
Underlying much of the resistance was a strong sense of local identity and skepticism about simply importing mainland models to the Virgin Islands. Speakers emphasized that the territory’s small size, close-knit community, and unique economic structure make it fundamentally different from large U.S. cities where ride-sharing apps have succeeded. “We need to stop looking at the states, because the states have millions of people. This island is only 32 square miles,” said Mason Mohammed, representing VI Taxi and himself.
He argued that the taxi industry is deeply woven into the fabric of local life, providing a pathway to entrepreneurship and generational wealth for many families. “Taxi business is the only business that some of these children, when they finish high school, can come into and be their own boss, not go working for somebody underneath Uber to take a percent from their hard work,” said Mohammed.
He also expressed concern that ride-sharing would erode the personal relationships that come from a community-based system: “Uber, you’re not going to get that same quality. You don’t know the drivers. But taxi drivers, we have to go class with each other. We have to take a test with each other. We have to make presentations. We know how to deal with the tourists. Uber don’t provide none of that.”
While there was broad agreement on the need for modernization, speakers also highlighted the unique technological and infrastructure challenges facing the territory. Adopting digital payment options is not as simple as it may seem, with drivers noting that many popular services like Zelle and Apple Pay require stateside bank accounts, which are not always accessible in the USVI.
“Most of these tourists coming down with Apple Pay or Zelle, but it’s not our fault that over here is not up to date on that,” Mohammed explained.
The conversation soon turned from technology to safety, with several speakers stressing that protecting drivers and passengers must be central to any reform. Some acknowledged that safety fears are a key reason some drivers avoid working after dark, leaving gaps in service for local residents.
The need for stronger enforcement and real-time support was a recurring theme. Participants called for GPS tracking and the use of safety apps, not only to protect drivers but also to reassure passengers. “All vehicles that are transporting passengers should be required to have some type of GPS technology installed on their vehicles and/or use some type of application to track and record their trips,” said Rashida Francis, whose family owns a medallion, also adding that such measures would help those in need of immediate assistance in emergencies.
Regulatory gaps and a shortage of enforcement officers were also highlighted as pressing concerns. The Taxicab Commission acknowledged the challenge, saying it is actively recruiting more officers and has partnered with the Virgin Islands Police Department to strengthen patrols and response efforts.
“We have put the ideas on the table. We have a draft campaign flyer and notification already completed. We’re just working in agreement with VIPD,” said Elizabeth Hansen Watley, assistant commissioner of Tourism and acting chairperson of the Virgin Islands Taxicab Commission Board. She described the upcoming “Safe Ride” campaign, which aims to help both residents and visitors identify authorized, safe transportation options.
The town hall revealed widespread frustration with the patchwork of rules governing the Virgin Islands’s taxi industry. Drivers argued that rising medallion prices make it harder for newcomers to enter the business, while others said the value should match the real costs of operating a taxi. Many stated that they feel taxi drivers face stricter requirements than limousine and sightseeing operators, calling the system unfair.
Adding to the confusion, several taxi associations said their franchise agreements with the Port Authority had expired, leaving them on uncertain legal ground. Others pointed to a “loophole” allowing some vehicles for hire to operate under different agencies and rules, creating an uneven playing field.
Lawmakers promised to review and update franchise agreements and regulations to ensure all operators play by the same rules. “We’re going to discuss it with the Port Authority to see what we need to do to update the law,” Gittens said.
Lawmakers and taxi drivers pointed to both local ridership and the territory’s thriving tourism industry as major factors driving the need to address transportation challenges.
“The taxi industry isn’t just a gig. It is a profession that is really the gateway to our territory,” Potter said. “Without this industry, without the men and women in this crowd here today, our tourism industry would fold.”

Centerline Road Closure

The Virgin Islands Department of Public Works advises the public of an upcoming road closure on RT 70 (Centerline Road) on St. Croix.

DPW contractor — VI Paving, Inc. — will be replacing a historic box culvert to improve drainage in the area. These culverts are essential for directing stormwater away from the roadway to prevent flooding and erosion. As a

result, Centerline Road will be closed to vehicular traffic between the intersections of Williams Delight and Carlton from Monday, Oct. 20, through Sunday, November 30.

The Department of Public Works appreciates the community’s patience as it works to improve road conditions throughout the territory.

Bryan-Roach Administration marks 51st U.S. Virgin Islands and British Virgin Islands Friendship Day

Gov. Albert Bryan Jr. today announced a weekend of free public events to celebrate the 51st U.S. Virgin Islands and British Virgin Islands Friendship Day, honoring the close ties between the territories under the theme “Binding our ties through friendship and culture.”

“Last weekend’s Virgin Islands–Puerto Rico Friendship Day reminded us that our islands are stitched together by family names and nicknames, shared kitchens and carnival rhythms, stories passed from elders to children and songs everyone somehow knows,” Gov. Bryan said. “In that same spirit, we mark the 51st USVI/BVI Friendship Day, two communities closely knit by family and daily life, gathering to celebrate what we share.”

The celebration begins Saturday, Oct. 18, at 10 a.m. in Emancipation Garden with a cultural program featuring music, dance, storytelling and a full slate of performances and presentations in Charlotte Amalie. It continues Sunday, Oct. 19, at the Mark C. Marin Center at Antilles School, where the U.S. Virgin Islands and British Virgin Islands men’s national basketball teams will meet in a friendly matchup. Tipoff is at 1 p.m.

All events are free and open to the public. Food and drinks will be available for purchase. Attendees are encouraged to bring their flags, their families and their island pride.

USVI/BVI Friendship Day was established in the early 1970s to recognize the shared history, culture, commerce and family connections that link Virgin Islanders across the channel. The annual observance highlights cultural exchange, sporting events and community gatherings that reinforce long-standing ties between the territories.

“As we celebrate 51 years of friendship, let us honor the ties that bind us, our families and our culture, and enjoy a safe, spirited weekend together,” Gov. Bryan said.

Rachal Mathilda Malone Dies at 102

Rachal Mathilda Malone of Estate Mon Bijou passed away on Sept. 21, 2025, at the age of 102.

She was preceded in death by her siblings: Hester Williams, Beryl Payne, Mavis Brow, and Ida Roberts, as well as her great-grandson, Jared Gonzalez.

Rachal is survived by her son, Mario James; daughter-in-law, Debra Thomas-James; and her daughters, Genevieve Browne, Juliet “Judy” Steward; and son-in-law, Marc Steward. Additionally, she is survived by her grandchildren: Sharon Gonzalez (husband: Eddie Gonzalez), Janet Sandiford, Wesley Browne, Dr. Richard Browne (wife: Dr. Lauren Browne), Dinah Browne, Tricia McIntosh (husband: Stuckey McIntosh), Selena James, Latoya Martinez (husband: Isaac Martinez), Daniel “Danny” James, Akira James, Marcus “Jahmai” Steward (wife: Bethany Steward), and Bradley Steward. Her great-grandchildren include Genevieve Whitaker, Justin Gonzalez, Morgan Sandiford, Michael Sandiford, Dr. Ebony Browne, Erica Browne, Amber Browne, Richard “Ricky” Browne Jr., Aidan Stephens, Izani Martinez, Izaylia Martinez, Izangeli Martinez, Inayah Martinez, Izabella Martinez, Beau Steward, Cooper Steward, Faith, as well as Nasir Graham. Great-great-grandchildren include Yiore Moorhead and Emmanuel Woods. Rachal is also survived by several friends, nieces, nephews, and cousins, including but not limited to: Pastor Dexter Skepple and family, Genevieve Barber and family, Reginal Joseph and family, and Cynthia Reed and family.

Rachal’s homegoing services will be held on Monday, Oct. 27, at Speak the Word Ministry located at 29A St. George’s, Frederiksted, St. Croix. The Viewing is at 10:00 AM with services at 11:00 AM. Interment will follow the services at the Kingshill Cemetery.

Funeral services will be conducted by Pastor Dexter Skepple of Speak the Word Ministry and James Memorial Funeral Home.

Anthony Severin Sr. Dies at 94

Anthony “Brother Tony” Severin Sr.

June 19, 1931 – September 23, 2025

It is with deep love and gratitude that we celebrate the life of our beloved father, Anthony “Brother Tony” Severin Sr., who passed away on Sept. 23, 2025, at the age of 94.

He was the devoted husband of Joan “Prisca” Severin, and the loving father of Samuel Severin, Anthony Severin Jr., Newton Severin, and Patrick Severin. He was also a proud grandfather to Lajauné Severin, Januwoina Severin, Nehemiah Severin, and Trevon Nathan Severin.

Brother Tony was a gentle, giving man who loved to laugh, loved people, and loved sharing God’s Word with everyone he met. His life was a living testimony of faith, humility, and service. He taught us the importance of hard work, family, and, above all, the love of God. He was a true role model—one we will forever look up to and cherish.

Funeral Service will be held Sunday, Nov. 2. Viewing: 9:30 a.m. – 10:30 a.m. Service: 10:30 a.m. – 12:00 p.m. followed by a Repass: 12 p.m. – 2 p.m.

All services will be held at the Seventh-Day Adventist Church in Cruz Bay, St. John.

In lieu of flowers, donations may be made to the Seventh-Day Adventist Church in Cruz Bay, St. John.
