ST. THOMAS, U.S. Virgin Islands — Island Green Living Association is seeking a qualified and experienced Recycling Consultant to lead the development of a full-scale recycling program and oversee the construction of a Materials Recovery Facility (MRF) on St. Thomas. This initiative aims to significantly reduce landfill waste, support sustainable economic development, and advance a circular economy within the U.S. Virgin Islands.

The selected consultant will serve as the lead technical expert responsible for planning and implementing critical recycling infrastructure tailored to the island’s unique needs. Core responsibilities include:

Creating a comprehensive project work plan

Overseeing the facility’s design and construction

Planning procurement and equipment installation

Designing an island-wide collection system

Producing a full business plan for MRF operations and long-term sustainability
Additional expectations include analyzing regional commodities markets, developing sales strategies, leading workforce training initiatives, and coordinating community outreach and education efforts with grant partners. The consultant must also align the project with federal grant objectives and meet reporting requirements.
Applicants should possess a strong background in recycling infrastructure, particularly in remote or island-based environments, and must demonstrate effective project management skills and a commitment to on-island presence. Women- and minority-owned businesses are strongly encouraged to apply.
